Death on the highway is neither a totally new nor a uniquely North American phenomenon. In emerging economies, like China and India, where there has been an increasing rate of expansion of roads and vehicles, highway accidents are common. In India, deaths rose 40 percent over the five-year period ending in 2008, when there were over 118,000 fatalities. One observer described conditions on the road to be chaotic at best:
